1. Loan of Dairy Animals (Sourced from Payments-in-Kind)
Loaning of island-born dairy animals is treated here separately from loaning of imported dairy animals. The distinction can be viewed by the differences in the time needed to source the dairy animals. For animals sourced through the payment-in-kind, these animals are locally grown, and are offered for payment not in bulk but in trickles of a few heads at a time. Therefore, the number of animals to be loaned comes in tranches, especially of the number of animals requested and approved for is larger than the basic starting animal holding of 5 heads per hectare of developed improved pasture area.
The designated Technical Evaluation Team (TET) shall compose of the PDO assigned in the area, the loan officer, and a PDO Veterinarian. The evaluation form shall be endorsed by the Asst. Manager and approved by the Regional Manager. Especially for new farmers, we must also consider the time to develop the farm from bare land to a fully functioning dairy farm. Also, include the time to train people to properly manage the farm. NDA’s dairy animal loan program provides complete start-up assistance from feed sources, training and capability building, to site planning and implementation.
Days indicated under processing time do not reflect a sequence of day to day events but the time required to finish each action. This means that time between these agency actions are dependent on the outcome of the client’s actions. The initial evaluation is critical as it will be the basis if further processing of the application for animal loan will continue or put on hold. There are non-negotiable items in the standard Farm and Farmer Evaluation Form that if these items are not present then the process is put on hold until these conditions are met.
